It's not the suspicious payment that's the problem with the VCC, it has to do with the method of account creation, the ads that run, and even the domain name.

The domain name with information included in Google can be used repeatedly, which is why the domain name of the warm-up advertisement can be used many times, but the new domain name cannot be used repeatedly. When the domain name is prohibited, the domain name will be flagged by Google. When using this domain name again, there will be "circumvention system" and "malware" errors, so try to use a new domain name to avoid these problems. There are some tricks to bypass these errors. But it's not publicly available.
