What are Telegram limits for sending messages per 24hrs

I'd like to know if Telegram limits how many messages an account can post per day to a TG group

Also, is API the best way to send messages to multiple groups? Like let’s say 20k groups per day. If so, how many accounts would be needed to do that and where to get accounts with API access?
