Can anyone guide me with precautions I need to to take while reuploading shorts video ? If I upload a shorts and it does not get viral, how can I reupload it again with different settings, to get better result this time ? Will repeating this on channel multiple times cause any penalty ?

It might pick up faster on a re-upload, or it won't. It will most likely get its time to shine in my experience, whether or not you re-upload. I don't bother to re-upload because I know it will get picked up sooner rather than later. I let it take its time.

don't re-upload your shorts. it can make your audience bore. if you want to grow or be viral on youtube make interesting content and post it on regular basis. consistency is the main key for success in any field.
