Previously it was possible to use the frame google webmaster, but now they have changed the bot to Google Inspection Tool. any ideas ?

Get a scraping script, change the user agent to "googlebot", host it in GCP.

One low-tech way of seeing what Googlebot sees is to check the cache: of a url. If the cloakers know what they're doing though they'll have nocache/noarchive sorted.
