1. Topbar with a notice about what the client did to you.
2. Set up a nasty autoresponder for their email/emails if you have access to cPanel.
3. Turn on debug in WP (if its WP)

Moving to a new hosting is a lot of work for a client that doesn't deserve a second.

I would say HostKoala, but that might be to good for him .. =) .. But maybe a combo of one of their servers far away from his visitors without a cdn and using their nameservers would do it for $4 a year with the coupon WHT20 .. It would be sloooow .. =)

Just host it on your home. Buy some cheap raspberry pi, use cloudflare zero trust or similar, point the domain to your raspberry pi web server. Control the speed and uptime the way you wanted.
