Get a raspberry pi. Keep it switched off for half the day. For the rest of the day, host all of such clients in the single pi. Route through cloudflare, and add “i am under attack” mode in cf. They will keep begging for mercy. j/k

Host malabar sounds like a good recommendation for my purposes - I'll check them out.

0.55 is definitely in my price range

Yes it will add delay of 6-9 seconds on every request change it with any nunbers or just sleep(duration_in_seconds); is enough but it would be more fun to add random delay all of sudden im feeling bad for this guy now

Moving host is more of a work just go to appearance > theme editor, select theme edit header.php file and put “sleep(rand(min_seconds,max_seconds)); “ (without quotes and change values) right after <?php line at very beginning of the file

You will instead need to create a child theme and then put this into the Header file of child theme.
