Good Cloaking Tools for Presell Pages in Advertising?

Does anyone know of a good cloaking software that will allow us to cloak pages based on the following:

1. Location of visitors (city, state, and etc)
2. Cookies set
3. Returning Visitors

We are needing it for our presell pages to defend against ad networks not approving our pages.

I don't know of one, but a developer could always put something together. I think Just Cloak It seems like a pretty good offer, but expensive.

We use custom presell pages that are coded with HTML/CSS. These sites do not use WordPress, WooCommerce, and etc.

Yes, I agree, but a bit more complicated then that. I am think we need to cloak based on the visitors location. Because this ad network, if I am right, all their staff work in the office in one city, so we can present the cloaked page to them. While presenting the "non compliant" pages to everyone else. With the bigger ad networks it's next to impossible to cloak. Because their editors are constantly viewing the pages for compliance and on top of this their editors are working in remote locations. We have no clue where their location is remotely, it could be overseas as long as we are concerned.

Direct visits - you display something that the assessors need.
Transitions from search engines (analysis of referrals using headers php) and with utm tags - you display what you need.

I think we have a developer to do this. But if we could setup a bullet proof cloaking system. I might be interested in talking more with you.

I am not sure what you are asking?

Right now there is one ad network we want to cloak. We will use one presell page (our sales page) for approval and for them to see. But the "non compliant" cloaked page will present to the actual users.
