Theres not much magic behind - you basicly will rank randomly for keywords if it's in some headings and titles combined with a basic spintax, if you have enough of em. Perhaps even Lorem Ipsum would do the job, haven't tried it so far. Right now, the biggest problem is to get it indexed. Normally it was enough, to just submit the sitemap via Webmaster Console. There where situations, where a lot of domains burned at once, you can see it by the "some results got removed" text on "site:domain.com".
But this isn't the case, my domains aren't burning down, they even got indexed with some dozend of sites, but then mostly nothing happens. Some still make it for any reason to get indexed like before and do their thing. As said, bing acts pretty random.

To the main question:
You will need a System, that generates Websites with some 100k Keywords (200k-300k worked best for me). You will need Domains for these - cheap domains, cause one domain will not bring much money, expired with some links and still got indexed in bing work best. You will need Bing Accounts en masse (or even better, their API Keys) where you add your sites and when you submit your sitemap, the magic usualy happens. And everything with the Webmaster Tools API should happen with a good residential proxy service - datacenter might burn your domain by submitting, had that allready. Usally after 2-4 Days your submitted wave gets traffic and some rankings.

but those day after update AI bing not easy to rank

They did some changes, new loopholes opend - but AI is not the problem.
If I let GPT look at my source code, it normaly likes it and doesnt find traces of blackhat.

And in General, the AI component does not change the serps, it just uses em.
