The page itself is a correctly structured native HTML document and doesn't load the content with an AJAX request or any other post-load strategy. You can check by disabling your javascript and visiting the page.
If you are trying to refer to the URL parameters in the URL, that's not about being HTML. The URL structure for the Note item uses URL parameters, an entity that is recognized and indexed by Google.
