What budget per day you can use?

What IP is require to run these account?

I honestly wouldn't recommend running BH campaigns on these accounts. If your account gets suspended for running a campaign that breaks AdWords TOS, then you won't be eligible for a replacement. Do note that if you decide to run a BH campaign, you do so completely at your own risk.

Regarding the account, you will receive a fully ready-to-go account along with VPS details. You must use this account within the VPS only as switching IPs could lead to account suspension.
