Is Max Bounty shady?

There are a number of countries that they do not work with, maybe serbia is one of them?

They are legit but they have some stringent policies. You should email them again and explain whatever issues you're facing with your Maxbounty's account approval. You can also contact your affiliate manager via call.
Can't bother that much, if this is how they treat new partners they will just make less money over the yearsm already found other networks.
they suspended my account after getting 1st sell of $120 in keto, and asked me to provide id as well. I sent them all required information but they didnt reactivate my account so for me, they are shady and scammers both.
Did you start using some new network? Do you recommend any? I found LosPollos, MyLeads and DMSaffilaites all look good.

In short, no they are legit but sending them messages like why you ignoring me does not exactly present you as a worthy business partner.
Well seeing someone's messages several times and not responding, doesn't really present you as reliable network, he could just said i don't work now, or text you later or anything would be find, instead he just checked message and left.

Yes, I started using clickbank and digistore after that.

It's nice to think things from the affiliate perspective but I want you to just for a sec put yourself into that AM's shoes. He may be dealing with 50 different messages at a time, 10 of them from affiliates who do $$$/day with that network. From those ten, 3 may be emergencies that need to be rectified immediately or money will be lost.

Do you think he actually cares if he gets such a low importance message from the 10+ such approval requests he may be getting in a day?

I don't think so.

Maxbounty are established, you need to prove yourself to them, not the other way around. You need them more than they do.

They are legit, I've been with them since 2015, no issues and payments are always on time.

Also when I've registered with them, I made sure to send my application during their business hours so I can call them like half an hour later (yeah I know it's not necessary but doing it this way shows initiative).. I got approved within 1h

How can you prove yourself if they don't even approve you for no reason lmao, and i already found other networks, so no, i don't need them. If he doesn't cares he doesn't haves to, i did $$$ in ad networks before so i am confident i would be able to do so here too, nothing bad against them it's just that i don't like the way they deal with this, and if he has so many messages they would need to have more managers, as simple as that.

Dude, you are running the gamut of red flags and your type of behavior screams amateur.
-origin country is well-known troublespot
-bombarding with messages on a Sunday (it's the weekend!)
-asking why are you ignoring me

Like others said, you have to see this from their perspective. The aff manager is a human who has to deal with dozens of requests on a daily basis, much less the weekend. Like most IT professionals, he probably has a desktop or laptop running 24/7 sitting on an office desk with Skype running. So it may look like he's reading your messages, but he's not. And even if he is, he's more than likely shaking his head thinking "Great, another jackass from Serbia with 0 professionalism..."

If you want to be treated like a professional you have to conduct yourself in a professional manner.

Would you mind sharing those other networks here as well if you found them good?

LosPolos, MyLead is solid but lack of some job offers etc, CPA Lead, DMS Affiliates

I've had nothing but good experiences with them. I completed the application and set up a phone call the very next day and was approved. I had prior knowledge and experience so that helped to streamline the approval. Good luck!

this. this so much.

when i first started aff marketing i made similar mistakes as @sscaz and soon realized that nobody responds well to being pushy and unprofessional attitudes. these guys are not solo marketers like ourselves, they're a full company making millions of dollars a month, with offices and business hours. they aren't some guy in a basement.... i mean, maybe some are, but not the big ones. just be patient. if @sscaz really is 20 years old like their profile says then they probably never worked an office job and simply don't understand the etiquette of legit companies.

How?

Instead of messaging him "why you ignoring me" write:

"Hey, if you got a sec check out my earnings screenshot with X network. It came to my attention that your network has similar offers so I'd love to have my media buyer set up some traffic with you. Hopefully we can get something going long-term".

See how quickly you get approved.
