I use USA residential proxy and I still see ads with the language of my country
what does it mean?

It likely means that the proxy provider might not be effectively masking your location, resulting in ads targeted towards your actual country.
 
The problem may be from either the quality of proxy you have, the configuration, or the anti-detection browser's configuration. Check those first, see if you can test the connection through a different proxy if you can, just to identify where the problem is because something is clearly leaking information on one or more of those avenues.
 
Could be a few things,

Language of browser, not spoofing correctly in browser, poor proxy
 
Check on whoer.net or similar site.
IP location, DNS, WebRTC, Language, Timezone.
 
Check those 2 at first,
  1. Browser language settings: Your browser might be set to your native language, which could be causing ad platforms to serve ads in that language. Check your browser settings in MultiLogin and make sure the language is set to English (or the desired language) to avoid this issue.

your proxiles are not masking your ip hence why your getting adds
from your country, they see your cookies.

Some browsers translate all languages into default language of your browser.

For example: My browser language is by default English. If I open any page which is in French, my browser will automatically change it into English.

but ads never get translated
also those are image ads
