$90 is the monthly service. Change IP , time etc these are the feature of service.

There is no charge for change IP etc, you only pay for monthly subscription $90 the rest feature is free, changing IP, etc

That's pretty much industry standard? You can rotate once a minute.

To rotate IP's you have to disconnect the phone, and it takes 15-20 seconds to reconnect to LTE.

i would give a trial but our system doesn't have this feature at the moment, soon will be trial just for testing speed and quality of services.

for $90 need be without limit for change ip, now you have limit 1 change ip in 1 min

you can change as many time you want, but remember to change IP take time, including resetting network to get new IP total take up to 1min.

usually for change ip is needed 2-6 sec and in your case can be 1 min, this is why i told that this $90 is to big price for this service, only my opinion
