Stealth Paypal meaning

I saw some members here mentioning some method or looking for a service of stealth paypal accounts!

Can someone please explain the concept?

Translating: these are accounts that use fake (random) data, they are not real people, whoever creates these accounts usually just invents a person and uses name, dob, city, address, everything is fictitious.

The risk is that you will lose your PayPal account (and they will lock your money)
At some point, PayPal will ask you for evidence (proof of address/driver's license, passport, etc) and you will have to provide photos of these documents
For this you will need to buy fake documents on the internet and you never know if this will work or not
