imei active or not

There are third party website like imei.info which help in tell weather imei is active or not
how do they get that data?

If you read the website text you'd find them mentioning that they're the largest source of TAC database (first 8 digits of IMEI). The information provided by them isn't 100% reliable but they can take a pretty good guess by having initials and other public IMEI databases (TAC, blacklists etc)

Afaik they have access to some technical service servers. At least they use this way in my country.

i am trying to mimic same thing and search everything from stackoverflow,xdadevelopers to every hack!ng/crack!ng forum but could not found a single thing that could point it where to start and how they are doing it
