So if I buy this from you and
Add the PayPal to my Google ads and it gets suspended due to payment related reasons. Shouldn't buyer be liable for refund?

You mention Google may suspend account after adding PayPal to account and that's not your concern.
So what is it you're selling if it doesn't even work?

bro google ads depends upon method.
If you have good method then you can get threshold.
If you have good experience with google ads then you know that account suspension is due to not only VCC.
it depends on hundreds of other factors, like account warmup and payment method adding time, Proxy and other things.
So you should know how to put the VCC to good use.
I got many clients who buy regularly from me in bulk.
they are using my VCCs to get threshold daily.

Even then also you face suspension. If you create 10 account all 10 will not work and few of them will still suspend.

Refund Policy - No refund after product delivery. I guarantee my VCCs will be added successfully to the PayPal account and that PayPal will be successfully added to Google Ads.
