Its easy , most of the pbns seller had manipulated their DA , it takes some time like 2 to 3 weeks then DR DA could shoot like 50+

As per my knowledge, the MOZ DA score is still easily manipulated. In its metrics calculations, it can still use fake "non organic DA scores" by using third party website metrics evaluation tools.

With Google redirects, Moz DA can easily be manipulated. Find the blog whose DA is manipulated and check their backlink profile. You'll find it there.

You can manipulate DR and UR and you can't DA and PA?

Ahrefs doesn't use PA and DA, those are solely Moz metrics. All it takes to manipulate Moz metrics is a big list of redirects (not just Google ones) and a way of indexing them (comment and guestbook spam etc).
Ahref uses DR and UR, but they fixed the redirect loophole for inflating their metrics a while ago. But still, all it takes to manipulate Ahrefs metrics is a load of RDs.
