When it comes to creating Google / Gmail / Google Ads accounts, this "your account is disabled" is a "season" which lasts around a week and this "season" happens around twice a year approximately.
In other scenarios, it could be flagged IPs most of the time.
You will see an option to Appeal. Appeal all such disabled accounts. Click on that and submit an appeal. In that appeal option, you will have to provide an alternative email to which Google will email you their reply (and that decision is taken by their algorithms).
When you appeal that Google accounts which is disabled and you provide an email address on which they can reply, then keep checking that email, typically a reply comes in 2 to 3 days (for appeal to Google / Gmail account disabled).
AFTER the reply comes, AND incase the reply is that your Google account is restored, then you will be able to log into the associated Google Ads account. However, if you see that the Google Ads account is "Suspended", then you will have to Appeal the Google Ads account suspension, by filling and submitting the Google Ads account suspension appeal form.
