That is pretty standard as emailing has some regulations tied to it.

You may want to ask @Paranoid Android for some advice as this is an area he has a real good handle on.

Yes, you can; you can buy full whitelisted VPS from Reputable VPS providers. Hire someone or you can setup your self.
You must correctly setup DKIM, SPF, DMARC successfully and warmup your IPs slowly.
Also you can use multiple IP pool/channel for this setup.

thanks this email they sent me though.

3. Email Type
a. Will you be sending transactional or marketing emails to your clients?
b. Please provide a link to the website/URL or a screenshot showing the steps where your recipients provide consent (opt-in)
c. For Marketing emails, please also provide:
- Choice of opt-out method: Will you be using Twilio SendGrid’s one-click unsubscribe feature OR your own? If you have an existing flow, please share a link to the website/URL or screenshots to illustrate the opt-out process in place.

Please respond to this request at your earliest convenience. We definitely understand how getting your Account up and running again is important to you, and by providing detailed information, we would be able to get a thorough review started as quickly as we can for you.

Do let me know if we’d be able to clarify any of the above! I look forward to your reply.

$100 it's more than enough to learn how bulking mailing works. By learning I mean learning by practicing.

Some syslinux skills are required.
Basic knowledge of SMTP works.
Learn how to boost your IP reputation.
You'll need to get a targeted email list: It can be scrapped or bought...
Clean your lists costs some money.
Know how to write email content that convert.
Pick the right offer.

If you're serious about learning how bulk mailing works, It's a good skill that will help you a lot but you'll need to be prepared to give your self the required time to learn.

If you want to just send your email campaigns, just hire someone to build the email server for you or use premade plug and play solutions.

Get a small VPS and follow the instructions in this series of articles: https://www.linuxbabe.com/mail-server/setup-basic-postfix-mail-sever-ubuntu

nice article i like it!
but there is a but..
if you don't have so much free time to setup all these .. and troubleshooting ..only if read the comment you will see there no end to that.
Is any way with a script or a web admin panel or docker to setup as fast as ca be done
a secure mail server with all important features, light with the no extra features that make its slow and heavy,
one of them can manage big volume of mails if needed ?

Is there a course that one can buy or download that teaches everything you wrote, that a rookie can buy and become a master in say 1year?

Yes there is. I just hit install button and use the SMTP account in my mailing software. It cost me $4000. Will I sell/share it. LOL. Of course not.

can you share some tips or ideas ?

Learning by doing is the best. I do this constantly and sometimes it leads to nothing and wasted money but then I know what works and what does not.

Next thing what I didn't try yet: Gmonster. I am pretty sure it isn't that good because of the "just pay here for magic box" attitude... but I need to try it to see if it actually works and I have a small quality list which could actually work with that.
