#1. If you mean PIN Verified, then no mate, these accounts are non-hosted, non-pin verified freshly approved on website AdSense accounts. There are people who are doing pin verification service and you can also get pin verified by using virtual addresses if AdSense country differ than yours.
#2. As long as you are following the policies of Google AdSense, you will be doing fine, if you are using it for arbitrage purposes, i do would recommend use for 1 month of receiving payments, then maybe use different adsense account, there are ways to play safe.
