Duplicate Content are Penalized.
That's the usual saying.
However, give a thought to this situation....
Blogger A writes a ORIGINAL UNIQUE content on his new Website.
**Usually Google Spiders Index Newer Sites Slower**
And, for example say CNN (Kinda Extreme) copies Blogger A's content and publish that on their site.
**Google Spiders almost instantly index whatever CNN has to offer**
So, in this case the content would be spider-ed first at CNN.
Then, only after say 2 weeks or so it will spider and index the new Blogger A's site.
Hence, does that mean Blogger A has Duplicate Content and he should be penalized?
