It's near to impossible to verify an account now.
You may want to search for already registered and warmed-up account for your business.

This information is so outdated its crazy. Voip actually still work to verify the paypal account at creation "sometimes", however that voip number will not work to verify the account in the future. Example your account has been limited and funds now eligible for release however funds are not being released until you receive a sms which paypal will give you errors saying the number is not working try again later. Also fake name generator is terrible as paypal has a huge anti-fraud database and identity detection software comparing multiple sources of public information from public databases which basically instantly check if this person "John Doe" matches with one that has a birthdate of "01/01/2020" whom actually lived at this location of "123 apple street". Sorry to burst your bubble guys but the best method to stealth now a days is by using real information. The blackhat method is obviously by gathering/purchasing fullz. The more cleaner method would be to JV partner with people who have a paypal thus giving you access to multiple paypal accounts, or to open legal entities also known as a LLC and you can make as many as you'd like. Personally paypal isn't putting a dent in my income as I updated with them over the years each time they made changes. I must of have atleast 100 accounts get shut down over the last 10 years just an idea of how many changes and adaptations you'll be facing. Read some ebooks, stay in communication with active stealth users, not just ones that are new like you but more advanced. Good luck!

A brand new Dutch PayPal account was opened today.
A payment of 30 euros was received.
The payment was put on hold immediately
Now we need a fake ID and utility bill to prove the identity of the person attached to the account.
