You build the topical relevancy by tailoring the content on the PBN page your link is inserted in to be relevant to your site. Yes, my point was if we pitted the link juice, or juiciness of the backlink vs relevance, I would go for relevance, It is just that it is not that simple and easy to get it, and have it both be from a good domain, with relevance.And the very same link would be even better if it was relevant.
That's why irrelevant links are not as effective vs relevant ones.
