Does backlinks from general niche make me receive Google penalty in the future? Does anyone who has build links from general niche sites and then get deindexed by Google?

no, but these links are weaker than niche ones

deindexing can be for any reason, it usually happens because of content

Well, few general back links shouldn't hurt. But don't get ONLY general back links, they won't be worth it. Instead focus on acquiring niche back links.

But why are they ineffective? They are just like PBNs with high DA and DR. Even when you get links from PBN, they are also not relevant to your website though?

Because relevancy also plays a role in ranking, not just link juice. And general links don't have it.

General PBNs are not special, nobody said so.
Most of them are useless when it comes to ranking your site.

When you do buy links from PBNs I would suggest buying niche pbn links.
 
From my personal experience, it is not really the niche or the topic of the website you are acquiring backlinks from. If it has good DR, and trust in the eyes of Google, it will still be useful.

for example, getting a backlink from Forbes will be quite beneficial and help your website grow. of course, I am not saying get a backlink from Forbes (you should if you can), because that is not just easy, but imagine if you did. Google wouldn't care what you talk about, it would simple start to trust you more with every authoritative backlink like that.

So, pay attention to how much traffic the website had, whether it has a good DR, (organic, not pumped like some of those people do ), and how hard it is to get a backlink from them? the harder, the better, because that means, they just don't sell backlinks.

once you can see it is a good domain with good traffic, even if it doesn't have relevance, it should still transfer link juice which will still be useful, much more useful than a shitty domain that is in your niche, or with relevance.

I have been trying and working to get links from HARO, you should too.

Link juice from a good domain far outweighs any benefit from relevance, it just depends on the website, I would always bet on the quality of the backlink rather than the relevance, if the website is good and will transfer link juice, I wouldn't even think about the relevance

And the very same link would be even better if it was relevant.

That's why irrelevant links are not as effective vs relevant ones.
 
Backlinks from general niche sites won't lead to penalty. If the quality of the site is not good and the article is not relevant, then it will affect your site.

In order to identify bad backlinks and penalise websites that were suspected of manipulating SERPs, Google created the Penguin algorithm.

You build the topical relevancy by tailoring the content on the PBN page your link is inserted in to be relevant to your site. You can then reinforce that topic by tiering links with relevant content also. A PBN site that is focused on a broad topic close to your own is preferable though.

Yes, my point was if we pitted the link juice, or juiciness of the backlink vs relevance, I would go for relevance, It is just that it is not that simple and easy to get it, and have it both be from a good domain, with relevance.
