backlig spend doesnt mean buy from backlink seller, it can also va that work sharing it on sm and on other forum. paying other site for guestposting etc

You will need a lot of content, tier1 tld only, and a lot of time to make it not look like spammy by adding 2000 pages in 2 months

if I add 2000 quality posts in two months, the PBN site itself would start receiving organic traffic right? How could I monetize it? We can't use AdSense right?

2000 quality post in 60 days? That’s 30-35 day and 10K$ at minimum without domains and host.
I think you are a little clueless
Look for some guide about PBNs and of how to build them correctly.

I could spend money to buy hundreds of high quality articles. I'm unable to get traffic that's why I asked your suggestion.

Don’t spend money on articles, in this amount.
What I would spent money on in your case is some brand and keyword research to know what niches within your reach are low competitor ones, so you can get actual traffic.
I also made a thread on how I get rank1-3 for high diff keywords with brand new domains, so anything can happen with domains
Look at the market place, get review copies, analyze it for your own needs, doesn’t work in any other way.
