That's not true.in 99% there is no hacking, people buy SIM cards (or conclude agreements with Fiber\DSL ISP) and share internet to 3rd part people, which is not allowed by the providers.
So it's semi-legal.

i would say legal or the product would soon die .I actually believe most of them are legal. Proxies have been on the internet for a long-time and if they were illegal, they could have gotten banned for use from every website, but most OS have the integrated options to use a Proxy.
