No they are just foundation links for new site to bypass some juice and give google linking status thats all over .

Think of it this way. How much value do you think Google's algorithm gives to free-for-all content platforms? There are some instances where a Web 2.0 has age and authority, but even those is low value. Spend your money on higher-value backlinks. They go a lot further in the end.

If you're trying to rank with just web 2.0s in a niche which has some competition then it will not work.
But, if you're using web 2.0s in a overall seo strategy and they are just a part of your grand scheme of things then they'll work.
Every link type works, it all depends on how you use it.

Web 2.0 links are used extensively days before, but they were abused by using low quality links and hated for sometime.
But still they are working good in increasing SERP rankings.
They are also cost effective and good for low to medium competitive keywords
