I plan to post video only with picture and my voice reading that news from some article.

Is that can be monetized?

Video would not be on English.

without face i doubt you can grow. but you can try.
i nver found youtuber that read news with no face. well maybe you can change to ready storry, and give good storry telling, that one i have seen with no face. put some good stock video
