what do it does is it fetches content from other website rss feeds and add it on our site

Hmm u can set as many as you can.
But keep in mind content should be good & readable.
Although if you set limit to 5-10 articles daily it will look real

What works worse with BHS:
- Auto-generated content (markov and others) stops working, Google detects this. But AI-generated texts take its place.
- It is difficult to do effective cloaking these days. Google comes in with new IP addresses, hence buying ip lists doesn't make sense, and collecting on your own is difficult.


Many BHS techniques still work:
- CTR manipulation
- abuse of schema
- mass acquisition of backlinks from public sites using XRumer, ZP, Xneolinks, GSA, others.
- backlinks from PBN
- backlinks from web 2.0

I think he's saying... let's say you have a blog written in arabic, but the titles are english, it'll rank in english speaking countries. So presumably if I have a blog written in english but use arabic titles it'll rank in arabic speaking countries...?

As far as I know, Google wipes more whitehat sites every update than blackhat sites.
