Any ideas about Kathmandu, Nepal? Will I be able to make international payments using debit card if I opens account in Kathmandu, Nepal?

Don't know about nepal but by using Indian paypal, you can pay one time payment. If you ask the seller to send an invoice every month, they will do. It's the simple and best possible option for you.

Fortunately, PayPal's functions do work in India as of 2022. Unfortunately, PayPal has recently limited its functions in India to only international business.
