You can't subscribe as per the current card issuer policies. Just ask for the invoice from the seller and pay every time.

Check you are trying to pay the Indian account instead of USA, In that case INIDAN to INDIAN also not working As due to tax purposes most of the peoples disabled that payment option including me also. ( only accept international payment over paypal for India based account)
Also you cant able to subscribe, only one time payments

You need to visit the bank in person to create the account I guess.
Any ideas about Kathmandu, Nepal? Will I be able to make international payments using debit card if I opens account in Kathmandu, Nepal?

Paypal is working in India, make sure your bank accepts international payments.

try Payoneer, you will get a USA, UK account
I need passport for Payoneer USA account? What are the charges for Bank account on Payoneer? Will I get virtual Debit Card of USA as foreign physical debit cards are banned in India for resident citizens.
