They can be used, but of course there are some limits, depending on the plan. Please feel free to contact us regarding that and tell us more about what do you plan to do.

Rotation is not among those IPs. IPv6 is pretty easy to get banned/blocked, which is why you get randomized IPs on every rotation from a little larger subnet. So essentially you are not keeping the same IPs. Please look into our IP rental service if you are interested in having more control over your IPs.
