This probably relates to the American culture where the dog word is used often. Like yo dawg etc.

I think because a lot of dogs were/are considered working animals, used for hunting, sheep herding, even police work nowadays, etc.

Not all of them are lazy pets.

In my country, that expression is the other way around. We say that "You are lazier than a dog" or "You have a better life than a dog"

There is a "stereotypical" expression (which is not stereotypical in fact, we must agree) that says "You work more than a Chinese". But we have to admit is kind of true. That culture completely wipe us work-wise.
