I need a paypal account that allows friends and family payments, will these accounts give that option? I would NOT be logging in with a USA IP, would I need anything else for the setup? will you explain it? send me payoneer email to pay,

Usually, Yes. But most of the times they still have restrictions on account so they won't allow you to withdraw the money.
