1) I say in the thread that you will also need to provide your own domain and VPS, so you will have to pay for those
2) The purpose of these sites is to rank lots of easy keywords.How well keywords rank also depends on the authority of your domain/their backlink profile. It can be monetized in several different ways, but the most common is using CPM ads.
