Have seen many people to bid to such waste offers
 
As someone who thinks he’s a decent client, I do not approve this.

If I think something can be done with certain hours, I’d usually just post the price within that range.

I have no idea if clients who don’t know how to gauge price are cheapskate

Fiverr is full of clients such as this. So be careful when you deal with anyone and no matter how much you want the money my suggestion is to stay away from these clients.
I couldn't take this kind of shit so my fiverr career ended before it started.
Upwork is full of those as well.
Plenty of jobs require 8-12 hours and they offer a $30 budget.

You just have to skim through them and ignore them.
They live in a different world.

Just recently found a job on UpWork:
Client wanted an extremely complex bot for multiple websites with captcha solving, AI thinking, etc.
He wanted the bot for $30 maximum and in 5 days max.
BUT he did offer $10 bonus if delivered within 24 hours.

$30 is the price of the 10 minutes I spent reading his proposal
 
I agree that many buyers are crazy, but it also full of dumb sellers, that increase the budget at the end (like paying 20% of fiverr seller fees).
Because Fiverr is full of fees, paying buyers+sellers fees is too much for many projects.
it's mutual. we have crazy buyer and seller.
honestly finding the right person to work with is harder than earning money lol
