The list has a little less than 2000 contacts, mostly emails and some links to Fiverr, but OP could have done a better job here. It took me minutes to find the emails to replace the Fiverr links.
I didn't check the sites one by one, but at first glance most of them are link farms. Many of the ones I checked have links to casino sites etc.
500 sites have little to no traffic (41 have zero traffic)
Some metrics are way different from what is in the sheet (like few hundreds instead of 70K).
Good thing: there's a bunch of sites with decent metrics and allegedly free to post on. Needs double checking
Conclusions: the quality of these sites is definitely not impressive. I wouldn't show these links to clients, but can still test these (mostly) cheap links to your own sites.
Worth the money? Meh. You can build something like this with scrape box with little effort.

I bought this list using the 80% off coupon.
Looked for my niche, and the first thing I noticed was my own site listed with a price I never negotiated with anyone. Sent this to OP and naturally, he asked for my site URL, which I chose not to send him.
Contacted a few more sites and none of them agreed to the price mentioned in the sheet, so I ended up discarding it alltogether.
Unfortunately, I can't recommend it, even for 80% off.
