Can we rank a new website within a month?

Hey SEO pros,

I am new, please help me out guys!

Actually I want to create a website for my local business and rank on first page of google. I can not find an old domain that I can buy while being within my budget . (ahh, sorry my English is so bad)
But I can find some domains that were first registered in 2011 but they don't have any backlinks, no spam score, no nothing! (Actually the websites were occupied by Godaddy in that time, thanks to WayBackM)

So my question is that, should I buy a completely new domain, or the older one?
Secondly, Can I rank on first page of google within a month without building backlinks, or a plenty of them. (Goddamn this sounds too....)
Basically the keyword that I want to rank on has websites kind of Business Directory where people can add their local business and also promote theirs via adverts. 1000's of businesses are shown up on that website.
So is that I can outrank it if I create very good descriptive content not just an ugly business directory website.

It's hard to do because nowadays people really rely on Backlinks to get rank higher on SERP.
And don't forget many people use some PBN too to rank, SEO is really complex when we're talking about page 1 google in a competitive keyword
