If the videos already exist in YouTube then it will detect them for sure. Even if you make a compilation of the already existing videos from YouTube, do a minor color change (hue, saturation, etc.), add titles and text, applied transitions, effects, etc., it will still get detected.If I just download some random compilation video and reupload it would youtube know it is duplicate content?

You Tube algorithms are so sophisticated that YouTube will warn you that your content is not original even before you hit the publish button.
When was the last time you reuploaded the video without any copyrights issue? This copyright thing is in place since the beginning. It was only around by 2018 that You Tube introduced this tab in the dashboard for creators to detect and report duplicates.
