it listed for 20$ which is fair enough

and then boom, today the domain is now taken lol
and guess who hosted it ?

is this their common practice ? As you can see I'm a newbie in this field
any idea where to check site availability since who.is don't include price

This kind of thing has been reported before in several registrars.

We can never know for sure, but coincidences do happen

GoDaddy does the same, so don't check there. The price for new domains, is always the same, unless is a premium domain.

To find if a domain is free, for TLDs managed by ICANN, you can use https://lookup.icann.org/en

You need to do a Whois and see who the owner of the domain is (if it isn't behind proxy).
Namecheap-nginx sounds like the web server that the site is running and it could just be that their using Namecheap's shared hosting.
