The guy who I bought the account from had filled all the info in, I just had to add my own paypal

If you're still looking for ways to be considered a US account, having a US number and US IP would do well for that. Particularly US mobile proxies are worth looking into. Rotating IPs are also very handy when you intend to manage them continuously.
