Hi there.

Its not a proxy service specifically. We are leasing the ranges/subnets that you can either use on our servers or on a different network. And then, you can utilize these IPs however you like, and that includes proxies. But you will have to build a proxy server from scratch. People usually use 3proxy for that.
 
I am going to keep this thread into consideration, hopefully the speeds are great!

If you plan to use them with our dedicated servers, yes, they will be data center IPs. But if you have ability to announce them with ISP(some of our clients do that), you are free to. We can give you LAO and configure all RIPE objects with the ISP ASN and you should be good to go.
