If I want to make thousands of web 2.0s, what is the best approach? Will the common sites (like Wordpress, weebly) catch on and start needing verification, etc.?
Some SEO tools can do it. You won't have any problems as a lot of people are already doing it since years. But you need proxies, emails, etc. to create individual accounts. You can manage everything from these tools.
