What do you mean by "slightly illegal" ? Creating a Google Ads account is not an illegal activity. Have you ever seen ads.google.com ? If not please visit that website and you will see an option "Start Now" on the top right, which is for creating a Google Ads account. You may some self-acclaimed Google "Certified" / "Partner", no big deal, it seems you have poor knowledge of Google Ads.
Because Primarily threshold accounts are used by single person which is not legal at all. Google do not suggest to use threshold accounts to avoid paying money and just using coupons for advertising. Google wants to pay you for using their ad space.
Coupons are given (one time mostly) to new users to attract them with Google system, it doesnt mean that the old user's keep on using those accounts so don't they have to pay any penny to Google. This will eventually make your account suspended.
