I am creating Google accounts for personal purposes. I managed to create about 20 of them and google started asking me for my mobile number.
How does it know it's me if I restart ip every time?
Does it keep track of the mac address?

IP is not the only thing they track.
No website can read your MAC address but they do track you based on a lot of other things. You'll have to create unique footprints for each account.

No, I create the accounts from the android settings.

Google knows everything, even the Android device you are using, since it has a unique id. The only way is to use a anti-detect browser, or use unique Android devices.

Depends. Of course it can get suspicious even this way, because of a unique footprint, but you have to set your device in a way that is common and unique. A balance of those settings.

Use some kind of "multi-login" like browser, like multilogin itself, or many others in this forum marketplace like Incogniton (some are paid, some give a little trial, check options for your needs). It will create a whole new profile for you each time you create it into the config. Also with rotating IP as you have been already doing, will be fine to fool Google's tests.

You can also use many portable browsers if you want to skip the config part. Although many people believe that there is a huge footprint in such, this is completely uncertain and difficult by any automation service to spot because there are also, a ton of people that use default settings. The good part of this, that is free. With the multilogin browsers, you can heavily automate or simplify the whole process
