Link building before site design

Hi, Has anyone had experience building links for their keywords before designing the site? I've heard this technique works, but I've not tried it.
 
If the link is authoritative yes you can build, and complete the design as soon as possible to hold user and user interactions.
 
Do not do this. First finish the design and then only do link building. The traffic coming to the website should see final good product.

It won't sure that if you build links before designing the site. After completing 90 to 95% designing the sites, focus on building the sites which will be effective and safe too.
