Depends how aggressive keywords + adtext you are using , try to use 0-redirect cloaking
I already look at keyword planner, some of keywords that indicate online gambling in Indonesian, is used by many sites, is that anyway that sites somehow hide the keyword?

Hi, I think firstly you gotta make your site as a "WHITE" site, with "WHITE" keywords, after your campaign & ads are enabled then adding "BLACK" keywords slowly, and turn on your CLOAKING SOFTWARE. i can't guarantee your account will not be blocked by google, but i think by using cloaking services, it makes your account last longer, maybe 3-4 weeks, if you're lucky, you can use your account for more than 2 month.
