I built my own money site, and it's mainly for Germany and the French area, it still has 0 traffic, I GOT NO IDEA how to start the local SEO.
Does anyone know how to do local German SEO?

Build links and submissions from local German business directories/citations/setup GMB/other diverse backlinks like web2.0, bookmarks, video & image submissions etc......

Optional not mandatory but if your host datacenter is in Germany that also helps.

If you have budget buy some real guest post from German website.

First of all, Do the keyword research, then optimized your pages, Do the competitor analysis, check how they are ranking? on which keywords they are ranking on.

And build some citations for your local business.

When its local, that you want, then get local citations (NAP) - I think you can even buy them on fiverr or do it by yourself. Search for "Unternehmensverzeichnisse" etc. and make shure all NAP are exactly the same.
