Hi,

if I scrape like thousands of emails and use them create a custom audience on google ads and send youtube ads to them
is there anyway for google to detect that the emails were scraped and not from our own customer base?

If so is that even against the rules? I know you aren't actually allowed to send them emails but what about ads?

You need to spend at least 50k in order to target them

what do you mean with that? If I upload like a 100k emails I got enough data to send ads to them.

I love emails. I'm getting into these and calling them my "penny stocks"
Sorry this is unrelated OP, but how much do 100K email addys usually go for?

In order to target them, you need your acount to be at least 90 days old and to have 50k usd historic spend

oh that's what you mean. I got that type of account. So you think then it wont be an issue?

You'll need their name, phone and a lot of other things. Additionally, if too many users click on "why am i seeing this ad?" And choose to report it, you'll probably get this lisr removed or account banned. Could be other legal implications too.
I wouldn't do it if I were you.
Assuming you spent 50k already, you should have a legit list by now.

Edit: I know people on this forum are not big fans of policies, but this one is very easy for google to verify:

Thread moved.

That's significant input. But what if the list contains full name, billing address, email, phone, and another sort of data from other businesses. Can we still use that list to promote new products?

Technically you can. But it's not just against the policy, it's ilegal in some countries.
