I am not sure about windows application you need to check yourself, but the first month is the premium trial period so you must be able to do everythig
 
I registered perfectly without problems with a debit card. I already created the server 4 ARM and 24GB that is free.
I have a question, for example with 4 ARM and 24GB, how many people would it support watching a Wordpress website? An estimate?

That completely depends on the website and the bandwidth consumed and optimisation and CDN. Thats a lotta factors can't estimate like that.

Yes, it seems one cannot be allowed to deploy a windows application with free account.

You just upgrade for free, then they charge you based on resource usage. On upgrading the free tier also get upgraded you get 96 GB VPS instead of 24GB. If you stay within the free tier you won't be charged.
Warning: You can not downgrade once upgraded!

Can I install visualization in the linux/Ubuntu vps for this. Like a mouse browser and file explorer? Have anyone tried on this? Or they have disabled visualization.

Yea, install any DE and setup a VNC server - you are good to go

None:
1. Create and setup a server under Free Tier
2. Install a Desktop Environment (Mate or xFCE)
3. Install a VNC server software (Tiger VNC)
This is similar to Teamviewer / Windows RDP.
